Union Township Committee adopts multiple ordinances, authorizes $4.72 million fiber lease

Union Township Committee adopted several ordinances and approved multiple contracts and resolutions at its July meeting, including a lease-purchase agreement to fund phase 2 of a township fiber-optic connectivity project.
Clerk read the ordinance creating a handicap parking space in front of 2134 Van Buren Place and the committee adopted it on second and final reading. The committee also approved amendments to the construction code fee schedule and updates to parks and recreation permit fees, each taken on second and final reading. A calendar-year 2026 ordinance establishing a cap bank passed as well, allowing unappropriated amounts to be retained as exceptions to final appropriation for up to two succeeding years.
On infrastructure, the committee authorized execution of a lease purchase agreement with Lease Servicing Center Inc., doing business as NCL Government Capital, for phase 2 of the fiber optic connectivity project at a fee not to exceed $4,720,000. The clerk announced the motion and the committee approved it by voice vote.
The committee also read and adopted an ordinance authorizing the public auction of various buildable lots pursuant to NJSA 48:12-1 and scheduled a first reading for an ordinance that would require registration, licensing and maintenance of vacant commercial properties for a future meeting.
Mayor Frazier closed the meeting with community reminders about upcoming events and safety: "Everyone be safe," he said. The committee adjourned without further votes on the vacant-property draft, which returns at the next regular meeting for a second reading.
