Council reviews $1.3 million asbestos abatement estimate for decommissioned power plant; no decision

Electric Superintendent Bridge told the council that Burns & McDonnell provided an asbestos abatement estimate of approximately $1.3 million for the city-owned, decommissioned power plant and asked whether the council wanted to move forward with the project or stop at this point.
Interim City Manager Shoemaker reported that a prior structural inspection by Stephen Claus determined the building is structurally sound but identified other problems including asbestos, lead paint, roofing issues and bird/rodent infestation. Vice Mayor Mashburn said the building poses a liability and noted the city has placed a fence to discourage squatters.
Mayor John McGhehey asked whether the city should reapply for the Brownstone Grant now that required information is available. Electric Superintendent Bridge said a Zoom meeting is scheduled with the grant writer to explore additional funding opportunities and noted that previous budgeted funds plus salvageable materials could reduce the city's net cost.
Councilman Yates requested the development of short- and long-term strategies outlining options rather than proceeding without a plan; Councilman Hitchcock said citizens should not be responsible for ongoing maintenance costs after decades of vacancy. The council did not take a formal vote and left next steps for future direction and grant pursuit.
