City approves $60,322 SCADA upgrade for water and sewer monitoring

Council approved Resolution No. 25-163 to contract with HOA Solutions for a SCADA hardware and software upgrade at the Alliance Municipal Airport and connected water/sewer assets for $60,322. Funding was allocated from GL #08-52-52-59-950 ($55,000) and GL #08-52-51-43-355 ($5,322). Staff said HOA is the city’s current provider and a sole-source supplier for the proprietary components needed.
Public Works Director Grant summarized the upgrade scope — server and license upgrades, pressure transducers, antennas, batteries and control panels — and noted HOA would supply purchase, install, warranty and training. The motion passed unanimously.
