Committee approves rezoning and conditional use to expand parking at Freeman Elementary

The Building Zoning and Economic Development Committee approved two linked items to support a parking expansion at Freeman Elementary: ordinance 26-0448 to rezone 134 South Glenwood Place from R-1 (single-family residential) to P (park and recreation) and ordinance 26-0449 to grant the conditional use permit required for educational services.
Kimberly Phillips, zoning administrator, said the school district acquired an adjacent residential lot to add about 25 spaces, increasing on-site parking at Freeman from about 39 to roughly 68 spaces. She told the committee the new lot will add an access point to Glenwood Place and connect to the existing drive, keeping the general traffic pattern that exits onto Randall Road. "The new parking lot will add approximately 25 additional parking spaces with a total of 68 spaces," Phillips said.
At the Planning & Zoning Commission hearing on July 22 an adjacent neighbor asked that the screening junipers be placed outside the proposed fence for aesthetic reasons; the petitioner agreed and submitted an updated landscape plan dated 07/27/2026 showing landscaping on the outside of the fence. A committee member asked who would maintain the plantings; Phillips said the school’s maintenance personnel would be responsible and that upright junipers require minimal upkeep.
Alderman Garza moved and Alderman Smith seconded approval of both the rezoning and the conditional use permit. The committee voted in favor and the motions carried. The approvals require construction and landscaping to follow the approved site and landscape plans, including the revised 07/27/2026 landscape plan.
