Committee approves bill requiring school spending reports from districts and charters

Representative Williams (speaker 9) described the amended HB 2121 — labeled the "Better Schools Better Funding or Spending Act of 2026" — as a transparency measure: each LEA and public charter school would submit an annual planning and budgetary report and an expenditure report that separately lists local, state and federal revenue, recurring versus nonrecurring funds, and spending across categories such as instructional costs, personnel, operations, and professional development.
Supporters said the reports would be posted with school report cards for at least two years so citizens can compare spending with outcomes. Representative Johnson (speaker 6) urged including private schools that receive public dollars by filing a separate bill; Representative Williams advised interested members to file their own legislation. The committee adopted the amendment and moved the bill to finance (vote recorded 18 ayes, 1 nay).
