House Bill 16,58, the Tennessee Civics Education Act, was advanced to the finance committee after members reviewed two adopted amendments that narrowed the scope to initial licensure for relevant endorsements.
Sponsor described the measure: the Department of Education would develop a U.S. civics test for individuals seeking an initial teacher license in applicable endorsements. "It would require the Department of Education to develop a United States civics test for individuals seeking the initial issuance of an applicable teacher's license," the sponsor said (Lawmaker (Speaker 16)).
Representative Johnson and others asked if the proposed civics test would duplicate items already present on current licensure exams and requested specific sample questions; the sponsor offered to provide the test content to the committee. The clerk recorded 11 ayes and 2 nays and the bill was forwarded to finance.
