The sponsor said the bill "reaffirms tenure" while giving university boards the authority to set disciplinary policies, and listed five requirements boards must include—among them procedures to ensure awarding, denial or revocation of tenure are not used as a form of discipline and that disciplinary procedures provide due process. Opponents raised concerns about recruiting and the practical effect on tenure protections. "This bill...dilute[s] what tenure is in Tennessee," said Representative Johnson (Representative Johnson (Speaker 6)), who warned such changes could harm the state’s ability to attract faculty. The sponsor responded that he had met with multiple universities and that provisions specifically reaffirm academic tenure in statute.
After debate, the committee called the question and the clerk reported the recorded vote; the bill was moved to calendar and rules. No final statutory text beyond the amendment was enacted in committee; the bill will proceed for further consideration by the full body.
