Arlington explains DD waiver residential options and limited capacity

Jennifer Atchison, Residential Contracts Manager for Developmental Services, walked through Virginia’s three developmental‑disability Medicaid waivers and the residential services each supports. She defined the Building Independence (BI) waiver for more independent adults (no wait list), the Family and Individual Support (FIS) waiver and Community Living (CL) waiver (both of which can have wait lists) and explained service differences such as independent living supports (ILS), shared living, in‑home supports, supported living, group homes and sponsored residential services.
Jennifer provided local capacity figures: six providers operate 16 licensed group‑home settings (61 congregate beds), two providers operate supported‑living settings (10 settings, 13 beds), and at least 17 providers deliver in‑home supports to roughly 74 individuals; she cautioned these numbers change frequently. She discussed reimbursement mechanics (example: dividing a monthly ILS payment by an hourly in‑home rate—she used $54.19/hr—to estimate available service hours) and noted shared living can supplement rental affordability but currently has limited providers.
Jennifer emphasized that many residential placements require referrals and coordination with support coordinators and case managers, and she encouraged families to meet multiple providers, talk with other families and use county resources for technical assistance and information.
