Alliance awards $158,000 contract to Cross Canyon Engineering for substation upgrades and solar-field coordination

The Alliance City Council on Dec. 2 authorized a $158,000 contract with Cross Canyon Engineering to update drawings and perform engineering, equipment installation and commissioning at the 10th Street Substation and related electric offices.
City staff said Cross Canyon had worked with Sandhills Energy on similar installations and identified undocumented wiring issues in the 10th Street Substation while performing a required relay coordination study between the 10th Street Substation, Broadwater Substation and the Sandhills Energy solar field. The scope includes creating accurate wiring diagrams, establishing communications between substations and protective devices, and commissioning equipment to improve outage notification and allow remote operation of breakers. Funding was identified in FY2025-2026 budget GL # 05-51-52-53-916 (Electric Transmission, Substation). Councilman Yates moved approval; Councilman Turman seconded and the motion carried 4–0.
