Alliance council designates 'Area O' as blighted to enable redevelopment tools

After a two-minute public hearing the Alliance City Council voted unanimously Dec. 2 to declare a neighborhood area known as "Area O" substandard and blighted, a designation city staff said would support housing rehabilitation in the area.

City documents presented to the council described Area O as bordered by Seventh Street to the north, Mississippi Avenue to the east, and the previously designated Blighted and Substandard Area 5 to the east and south. The staff report and the Study (dated Aug. 5, 2025) were cited in the resolution adopted as Resolution 25-168; the council found the area meets Sections 18-2103(4) and (32) of the Nebraska Community Development Law. Community Development Director Kusek spoke in favor of the Study during the public hearing, which opened at 7:07 p.m. and closed at 7:09 p.m.

The Study and the resolution described the area using two slightly different acreage figures in the meeting record: the staff presentation described Area O as "approximately 31 acres," while the resolution text references the area as "1.1% (34 acres)" of the city limits. The council record does not reconcile that discrepancy; the resolution nevertheless declares the Redevelopment Area blighted and substandard and becomes effective immediately upon adoption. The vote was recorded as Hitchcock, Turman, Yates and McGhehey voting aye with no nays (4–0).

The designation allows the city to apply redevelopment tools under state law to encourage rehabilitation and redevelopment; the council and staff framed the action as consistent with the goals of the City of Alliance Comprehensive Plan.
