Committee moves bill requiring trustee confirmation before service and shifting term starts to Feb. 1

House Bill 1882, discussed at length before the Education Committee, would require gubernatorial appointees to certain university-related boards to be confirmed by the legislature before beginning their service and would change board term start dates from July 1 to February 1.

Chairman Slater explained the proposal would prevent appointees from serving before confirmation and would sync terms so trustees begin on February 1. He said the change is intended to have appointees vetted prior to beginning service and to give trustees more ramp-up time before the academic year. Members asked whether the change would apply to all systems, including the University of Tennessee; the chair said the bill as drafted covers locally governed institutes (LGIs) and may later be extended to other systems.

Representative Mackenzie and others urged more study time to assess potential impacts on governance and fiscal or school-year alignment. The chair said he was ready to take a vote; the clerk reported 12 ayes, 4 nays, and 2 present but not voting.
