SCORE tells committee Tennessee's NAEP and TCAP scores rose but gaps remain

SCORE, a nonpartisan education research and advocacy nonprofit, told the House Education Committee that Tennessee posted notable gains on the 2024 NAEP and on the 2024-25 TCAP, but that significant shares of students remain below proficiency.
Jocelyn Pratt (SCORE) summarized NAEP findings: 4th-grade reading rose 2 percentage points (Tennessee ranked 24th); 4th-grade math rose 6 points (ranked 13th); 8th-grade reading rose 3 points (ranked 21st); and 8th-grade math rose 6 points with strong improvement rankings. Aliyah Guthrie (SCORE vice president) noted TCAP reached post-pandemic highs in ELA, math, science and social studies across grades 3—8, and she said 3rd-grade ELA proficiency reached a record 41.7% but that "this is also not good enough," because more than half of students are still not proficient.
SCORE framed the gains as evidence that student-focused policies and consistent implementation can produce change, but presenters urged continued investment and policy attention to close remaining gaps.
