LCB expands responsible-sales classes and pre-announced premise checks to boost compliance

Matt McCallum told the board that the enforcement division’s education program focuses on proactive, non-punitive engagement with licensees through pre-announced premise checks and longer responsible-sales (RLS) classes. He said premise checks are typically educational and non-punitive, and that the cannabis side conducts certain complaint-driven visits when appropriate.
McCallum provided metrics for the current year’s education work: "So, so far this year, we've done 30, just the, just the education staff ... 31 instances of in person at location classes," and added the unit has run six virtual sessions. He said many licensees request on-site classes and that the virtual classes are generating additional in-person requests.
Board members asked whether there is hard evidence the classes reduce underage sales. McCallum said the team can track locations that took classes and look for subsequent sales-to-minors incidents, but high workforce turnover in these industries complicates long-term attribution. He said the division is working with research staff to build better follow-up measures and surveys.
The presenters also said certificates are sometimes provided upon request or when required by license type, and that they are piloting follow-up surveys to measure class effectiveness.
