LCB rules team outlines cannabis cooperative, license-fee, and alcohol product-placement rule timelines

Kevin Walder, the LCB Policy and Rules Manager, briefed the board on multiple rulemaking tracks during the June 3 meeting, saying the agency currently has 14 active projects.
On cannabis, Walder reported the filing of a CR-101 to implement Engrossed House Bill 1941, which would allow up to three cannabis producers to form agricultural cooperatives to jointly process and market products; the informal comment period runs through July 3. He also said work continues on cannabis retail management agreements implementing ESSB 5403 and that comment on license-fee rulemaking under EHB 2681 ends June 23 with expected CR-103 filing after the July meeting.
On alcohol, Walder said stakeholder sessions are scheduled for June 8 and June 11 on rules implementing a bill that allows liquor licensees to lease space to each other; an economist's survey for product-placement rulemaking was sent to roughly 1,200 potential respondents with about a 10% response rate, which Walder said is typical. He added that contract-kitchens rules adopted last month will take effect June 6.
Walder told the board the agency is monitoring federal rescheduling developments but that immediate implications for LCB rules appear limited at this time.
