“I'm here to talk tonight about an incident that happened over the weekend in my apartment where a resident was exposing himself to adults and children,” Modica told the council, adding that he and others reported the conduct and were told the subject would vacate the unit mid‑month. Mayor Kathleen Walker thanked Modica for bringing the incident to the council's attention and said staff and the police would follow up and report back at the next meeting with any enforcement or ordinance options. The council did not take immediate action at the meeting; staff said they would gather police findings and examine possible code or enforcement responses.
