The board authorized the Cottonwood Lake dam and spillway replacement project and funding arrangements after staff and Upper Arkansas representatives summarized bids and grant match requirements.
Staff said the project will replace a deteriorating dam and spillway, improve outlet structures and fish passage, and increase releasable storage by about 75.3 acre‑feet (the town’s share ~47.65 acre‑feet). The project received competitive bids and staff and the engineer recommended moving forward with Moulds Constructors under the recommended contract.
Trustees discussed the budget gap and staff proposed covering the town match from water enterprise funds that have underruns in infrastructure replacement this year; staff asked the board to authorize a budget adjustment as a top‑end amount so the project could proceed. A trustee recused from the agenda item due to CWCB funding involvement. The motion to authorize the project, proceed with contract execution and make the necessary budget adjustments passed by voice vote.
Staff described the approved project as an opportunity to increase storage at a favorable cost per acre‑foot and to improve water reliability for the town’s system.
