Jed Selby, the applicant, presented the history and design principles of South Main and said the project has progressed incrementally since 2003. Staff recommended replacing the existing phase deadlines with a timeline requiring the phase 3 final plat submission within five years of an amendment approval and 10‑year windows for subsequent phases. Staff said the shorter five‑year clock for phase 3 reflected that phase’s affordable‑housing and infrastructure commitments.
Trustees debated water allocation risk and whether a 5/10/10 timetable or a 10/10/10 approach was preferable; Selby said the longer timelines would be feasible but that the developer sought predictability. After discussion the board moved, seconded and voted to adopt the resolution, preserving the PUD’s affordable‑housing commitment while allowing more flexible phasing than the original deadlines.
The resolution passed by voice vote with one trustee recusal recorded earlier in the meeting related to CWCB funding matters. Staff said subsequent amendments to phase sequencing could be discussed as the applicant brings detailed engineering and phasing plans back to the board.
