Town staff presented a proposed zoning text amendment to establish a Site-Specific Development (SSD) district and a two-step review process at the July 16, 2026 Planning Commission meeting. The staff report explains the SSD as a tool that trades tailored development flexibility for higher design standards, enhanced amenities and public benefits; SSD rezones would be adopted through coordinated ordinance and map amendments following public hearings and a Council recommendation.
The SSD proposal sets qualifying criteria (project area typically at least two acres, single ownership or legal instruments for unified development, demonstration that the project could not proceed under conventional zoning) and identifies SSD subtypes (for example, SSD-I for industrial, SSD-RD for research and development, SSD-C for commercial). Staff described the preliminary review as a conceptual evaluation and the final review as an ordinance-level adoption requiring development agreements, site plans and legal instruments; both phases require public hearings and a recommendation to the Town Council.
