Village Road sidewalk project not substantially complete; Township awaits ELA as-built review

Township staff and ELA informed the Board on July 13 that the Village Road Curb & Sidewalk Project is not substantially complete for billing purposes and that ELA is reviewing the as-built survey to compare the existing work with design and bid plans.
Because the as-built review is pending, final contractor billing is on hold. Staff noted that any remaining work will proceed with lane closures (not full road closures) to complete punch-list items and that ELA will share its review with the contractor, Doug Lamb Construction. The Board accepted the update and asked staff to report back when the ELA review is complete.
Resident Mark Sellers earlier in public comment had urged the Township to require developers to install sidewalks even if they do not immediately connect, citing Apple Croft as an example where the Township later completed sidewalks at developer or Township expense. The Board did not take immediate policy action on sidewalks at the meeting, but staff continue to manage the Village Road project and will return with as-built review findings.
