The GoldMine Community Plan sets a landscape philosophy focused on water conservation and compatibility with the high-desert mountain climate around Fairfield. For residential areas lawn is explicitly limited to no more than 10% of the developed landscape and must use TWCA-certified water-wise turfgrass varieties; irrigation systems are required to achieve a minimum of 75 percent irrigation efficiency. Commercial and business park areas are expected to use xeriscape designs and prohibit irrigated turf except for publicly designated parks or civic greens.
The plan requires Dark Sky–compliant, downward-directed fixtures to minimize glare and light trespass and recommends solar-ready roofs and renewable energy integration in commercial and technology areas. Natural landscape areas will be seeded with a Great Basin native mix and intended to remain largely non-irrigated after establishment, with temporary drip irrigation limited to initial establishment periods.
