The Board of Supervisors on July 13 considered how to complete the closeout process for Riverview Estates. The Board rejected a motion to require the developer to complete all obligations, including pedestrian easement matters, before roadway dedication, and instead approved an alternative approach separating roadway dedication from remaining pedestrian-easement issues.
Supervisor Tracy Arnold’s motion to require a single comprehensive closeout failed 1-4. Supervisor Geoffrey Beers then moved to direct staff to separate the roadway dedication from the outstanding pedestrian easement matters and to prepare Wiker Avenue for Board consideration of dedication upon satisfactory completion of roadway, stormwater and other dedication requirements; that motion passed 4-1 (Arnold opposed). The Board’s direction allows staff to prepare the roadway for potential acceptance while pedestrian-easement negotiations continue.
The Board also discussed remaining closeout obligations including roadway improvements, stormwater management items, required documentation and outstanding pedestrian easement matters. Staff were directed to proceed under the separation approach and to report back when Wiker Avenue meets dedication requirements.
Next steps: Township staff will continue the closeout process, focusing on satisfying roadway, stormwater and documentation requirements to advance Wiker Avenue toward dedication consideration.
