The staff representative said the RFP and consultant-selection timeline will be drafted for the commission's review at the next meeting and that the RFP will likely require SHPO coordination and approval at key checkpoints.
The staff member described the project in two phases: first, issuing an RFP and hiring a consultant; second, developing the design guidelines with research and analysis, public engagement and periodic commission checkpoints. "Our budget request was approved for $60,000," the staff member said, and the staffer suggested an anticipated target of about July 1, 2028 as a completion horizon for the overall guideline product. Sample RFPs from other communities (including a Michigan Municipal League sample and a Vermont example) were proposed as formatting models to require a research-and-analysis component, public outreach and specified deliverables.
