Historic district commission suspends checklist revisions until design guidelines are complete

The Bay City Historic District Commission voted to suspend ongoing work on process changes, checklists and paperwork until the commission finishes and adopts new historic-district design guidelines in coordination with the State Historic Preservation Office (SHPO). The chair explained that staff time should not be spent updating forms and processes that may become irrelevant once new design guidelines are completed and adopted.
The motion was moved by the chair and supported by the commission; the vote carried by voice. Commissioners said the suspension is intended to preserve staff time and avoid duplicative work while the RFP and consultant process for design guidelines proceeds. Staff was directed to halt those ongoing paperwork changes until the design-guidelines project reaches an agreed checkpoint with SHPO.
