Council Bill 52 would amend membership rules for the county’s LGBTQIA+ Commission to permit up to two commissioners who do not live in Howard County but who work or attend school there. A testifier introduced as Sonia (submitted written testimony) said the change would make the commission more inclusive by enabling people who grew up in the county or who are committed to serving locally but cannot afford to live in Howard County to participate.
Sonia noted the proposal would also allow student representation (e.g., HCC students) and said the work group that created the commission requested the amendment to broaden participation. Former commission chair Chris Hefty testified in support, saying the added seats provide a path to sustain involvement as students transition to full commissioners and bring outside perspectives back to county policy discussions.
Councilmembers asked about term lengths and student member timing; speakers said student terms run July–June, which could accommodate college schedules. The Council did not take final action at the hearing.
