County staff advised the boards to issue a single, combined RFP so one engineering firm can evaluate the corridor, estimate structures and costs, and coordinate with the Forest Service. "Considering the scope and the nature of the project, I would recommend you do an RFP," the staff member (S2) said, adding that an RFP also lets the counties compare firms' experience working with federal agencies.
Meeting participants agreed to a process timeline: staff will draft the joint RFP and distribute it to both auditors, publish it for firms to respond, set March 20 as the submission deadline, and hold a joint review meeting the week of March 30 (the parties agreed on March 30 at 1:00 p.m.). The counties will then take formal votes to hire an engineering firm at their upcoming regular meetings after the joint review.
