Howard County Council hears a slate of nominations to boards and commissions

The Howard County Council opened its September legislative hearing with a series of nominations to local boards and commissions, hearing from nominees who outlined their professional backgrounds and reasons for volunteering.

Christopher Maynard introduced himself as a community member who works in substance‑use treatment with Turk House and said he wanted to participate in the adult‑use cannabis advisory panel “to see this legislation through and... work with first responders and other community members.” Candidates for the Board of Health included Carlton Brown, who described decades in food safety and environmental health; Nancy Chang, MD, who cited FDA public‑health work on nicotine and opioid policy; and Johanna Clay Sowder, a clinical psychologist focused on mental‑health and substance‑use services.

Council members also heard from nominees to economic and veterans' commissions. Daniel Mettinger, a local business owner, said he would bring small‑business perspective to the Economic Development Authority; Samuel Quick cited training in complete‑streets design while testifying for the multimodal transportation board; and retired Air Force Lieutenant Colonel Dr. Xavier Bruce described two decades of military service and veteran‑advocacy work as preparation for the Commission for Veterans and Military Families.

Several councilmembers thanked nominees for their willingness to serve and noted their qualifications. The hearing included a readout of nine reappointments that did not require public testimony. The Council did not take final votes at the hearing; the candidates will be reconsidered at the Board’s legislative session on the date announced for final consideration.
