County adopts franchise agreement with Sienna Wave to extend fiber into rural areas

Brian Papworth, representing Sienna Wave, told the commission the company negotiated adjustments with the county attorney’s office and is “excited to extend our fiber network to the rural portions of Box Elder County.” County staff said the ordinance and the franchise agreement are effectively adopted together; the initial term is 10 years with two 5-year renewal options.
Commissioners voted in favor of the ordinance following a brief presentation and staff recommendation. County officials said the agreement is intended to expand broadband infrastructure to underserved rural communities; the ordinance authorizes use of public rights-of-way subject to the terms negotiated with the county attorney’s office.
