LCB to consider final rules for expanded outdoor alcohol service; clarifies "14 consecutive days" for multi-day events

Daniel briefed the board on the planned CR103 to implement 2nd Substitute House Bill 1515, which expands permissible public alcohol consumption and creates three new authorizations local governments can use to allow customers to carry alcohol from licensed businesses into public areas. He said the CR101 and CR102 phases included stakeholder outreach and that the final rules would be effective Feb. 7 if the board approves filing at the next meeting.
Daniel noted public comments received during rulemaking: the Seattle Department of Transportation submitted a formal comment and the Washington Association for Substance Misuse and Violence Prevention provided recommendations that were not incorporated because of statutory limits or because they were already addressed in statute and rule language. He said one minor change will be made to the final rule language to clarify that a multi-day event "cannot exceed 14 consecutive days."
