LCB rule staff to file CR103 to adopt 2025 legislative implementation rules on Jan. 20

Kevin told the caucus that rule staff will request board approval to file a CR103 with the Office of the Code Reviser to adopt final rules necessary to implement three 2025 bills: House Bill 1636, House Bill 1698, and 2nd Substitute Senate Bill 5786. He said the expedited rulemaking qualified because the changes align with statutory mandates and contain no additional substantive alterations beyond what statute requires. If the board approves filing, the final rules would be filed on Jan. 20 and become effective immediately thereafter.
Kevin said the final rules amend 50 existing rules and repeal one. He also described ongoing stakeholder outreach on related drafts (retail alcohol product placement, reseller advertising, contract kitchens, cannabis retail management agreements and petition-driven R&D testing), and outlined expected CR102 and CR103 timelines for those projects.
