She confirmed that a portion of the property is in the extraterritorial jurisdiction and will need annexation by city council as a condition of development. Commissioners discussed annexation sequencing and engineering review; the commission approved the reinstatement with the conditions listed by staff (motion passed 5–1).
The approval restarts the preliminary-plat process subject to the stated conditions and the requirement that annexation approvals occur where necessary before final platting and development.
