Commission approves event-venue permit with fencing, planting conditions

The Eaton County Planning Commission voted to approve CU-9-25-6, a conditional use permit to operate a commercial recreation/event venue with up to 99 occupants at 58 Danford Lane in Eden Rapids Township, subject to clarified fencing and landscaping conditions and staff review of an updated site plan.
Staff presented the application, which proposes event hours from 8 a.m. to 1 a.m., two on-site parking attendants during events, 25 parking spaces, and plans for a new septic and a proposed breezeway connecting existing structures. The Eaton County Road Commission said the Danford Lane approach does not meet current commercial-driveway standards and recommended that any reconstruction and a commercial driveway permit be required. The staff report noted township review and health and fire approvals and recommended conditions be applied where needed.
Applicants Michael Risco and Nadia Visweta addressed the commission and described negotiations with neighboring residents Kyle and Shay David. Risco said they were "trying to be very respectful" to neighbors and proposed a compromise using split-rail fencing and targeted privacy fencing near equipment storage rather than a continuous 7-foot privacy fence. Neighbor correspondence asked for natural landscaping supplemented by fencing only where necessary and requested planting of Norway spruces in specific locations.
Commissioners focused on three enforcement and design points: exact fencing lengths, a measurable approach for future enforcement and the applicable building-code threshold for fence permits. Staff recommended the applicants submit an updated site plan showing the agreed fencing and landscaping so county staff have a clear enforcement mechanism. An amended motion that specified split-rail fencing along most of the south side with roughly a 45-foot privacy corner, 105 feet of privacy fencing on the east side to shield the asphalt and garage, and at least six Norway spruces on the west line carried by roll call.
The approval requires submission of the updated site plan and staff review to confirm landscaping and fencing details; staff will then monitor compliance as part of permitting and enforcement.
