A requested specific-use designation (SUD) to permit a 35.05-acre manufactured-home park on the west side of North Fairgrounds Road was deferred by the Planning and Zoning Commission so staff can clarify the site plan and required elements. The item involved a proposed reduction in maximum density compared with previously approved standards.
Planner explained the proposal and told commissioners that the previous SUD had allowed up to 600 units on the land under earlier calculations; the new proposal limits units and shows a lower maximum (the planner said the current calculation results in roughly 7.3 units per acre although the proposal cites 8 units per acre). Commissioners pressed staff on whether required park/recreation areas and other site elements were clearly shown on the plan. A commissioner advised that because the site plan is part of what is adopted with the ordinance, the commission should defer "so that we can make sure that it's clear what's being provided." With the applicant absent and the site plan unclear, a motion to defer was made and passed unanimously.
Staff confirmed utility requirements (city water, sewer, gas, electrical connections required for manufactured-home parks) and that no septic tanks would be allowed. The commission left the item open-ended to allow staff to meet notice requirements before rescheduling.
