Council members pressed staff on whether higher summer consumption correlates to higher loss percentages.
Staff said a mix of factors drives the loss: improved calculation consistency, active leak detection and seasonal conditions that make some leaks harder to find. Donald said dry ground during summer can hide leaks, leaving the city more reliant on customer reports for detection. He also told the council that the copper service-line change-out project, which the council approved July 7, has contracts expected to be signed soon and could begin in August or September with an approximately 18‑month schedule to complete.
