Council approves zoning change requiring specific-use permits for several higher‑impact uses

The council unanimously approved a zoning text amendment that shifts selected higher-impact land uses from 'by right' allowances to a Specific Use Permit (SUP) requirement, giving the city and residents a chance for case-by-case review and conditions.
Planner Jennifer Thomas Gomez told the council the change is intended to align with the city’s 2040 vision by protecting neighborhood character and reducing incompatible uses near residential areas. "This would not prohibit these uses. This would allow for public input as well as council oversight," she said. The amendment specifically lists new gas station locations, car washes, auto repair services, storage warehouses, data centers and concrete batch plants as uses that would require SUP approval. Staff and the Planning & Zoning Commission recommended approval after public notice and a joint hearing in March.
Councilmembers sought clarification about additional uses (massage establishments and gun sales) that were not included in this package; staff said those will be addressed through a separate, secondary amendment and notice. A motion by Councilmember Oderkirk, seconded by Mayor Pro Tem Lynn Clauser, carried unanimously.
