Missouri City staff asked the Planning & Zoning Commission to recommend citywide zoning text amendments that would add Specific Use Permit (SUP) requirements and design/application standards for several uses, including gasoline stations, car washes, auto repair shops, data centers, and concrete batch plants.
Staff explained the SUP approach adds a public hearing step and allows the city to require baseline mitigation (setbacks, traffic impact analyses, noise and air impact assessments, hazardous-materials plans and decommissioning language). For data centers the draft recommended a minimum distance of 500 feet from residential property lines, height and setback considerations, electrical/load studies and a community engagement plan. After discussion about temporary versus permanent concrete plants and potential inclusion of asphalt or rock-crushing uses, the commission voted to forward the draft report to City Council with a positive recommendation.
