Staff presented a recommendation and final report on permanent zoning for roughly 57 acres annexed into Missouri City’s limits on Dec. 1. The affected area lies south of Fort Bend Parkway on both sides of Sienna Parkway and includes three existing multifamily developments and several commercial and utility tracts.
Staff recommended applying the city’s multifamily standards (MF2) to three existing developments: Broadstone and Lenox (each roughly 23 dwelling units per gross plated acre) and Ravella (about 18 units per gross plated acre). For commercial tracts staff proposed a base of LC3 retail district standards but recommended a tailored list of permitted and prohibited uses (prohibiting gas stations, pawn shops, mini-warehouses, liquor stores, and limiting car washes to the one existing facility). Utility and detention tracts (e.g., Tract A2 and A1F) are proposed to be permanently zoned Suburban District for continuity of infrastructure.
Commissioners pushed staff to pare back the broad LC3 baseline and consider LC2 or overlay/gateway district approaches to better match the city’s long-term vision. "The discussion coming from the joint meeting was the importance of these properties and particularly their position right there along the toll road," staff said, adding that the LC3 baseline is being used for visualization but that permitted uses can be narrowed. Staff agreed to take commission feedback, consult prior comprehensive plan recommendations (gateway/overlay concepts) and return with refined language.
