Midlothian City Council on Wednesday approved awarding a downtown Railway Avenue parking lot contract to J and K Excavation after staff said the company was the lowest bidder among 14 proposals.
Kyle (Midlothian Economic Development) told council the recommendation is to approve a contract for $1,321,541.30 plus a 10% contingency. When asked about capacity, Kyle said the lot will be “roughly about a 114” parking spaces. Council approved the motion by voice/hand vote 6–0.
Council members asked about pedestrian traffic and right‑of‑way impacts near the project; staff said the project work will remain within the TxDOT right‑of‑way limits and does not include TxDOT improvements. The contract was put on the record as exceeding $50,000, requiring council approval.
