"When we initially bought the property, we didn't... have a crystal ball. You're trying to determine who might go where. Since then, we've now secured our anchor positions," Thompson said, explaining why the concept plan was updated. Commissioners asked about access and sign locations; staff said TxDOT had previously approved driveway approaches. After discussion, the motion to approve the PD amendment as presented passed 4–1.
