Commission denies Hawkins Meadow PD amendment over design and articulation concerns

Senior planner Daniel Humbert presented an amendment to Planned Development (PD) 68 to add a multi-tenant shopping center, adjust lots and driveways, and revise landscaping and signage. Humbert said the applicant had resubmitted after a previous council denial and that staff recommended denial now because the proposal did not meet the commission’s expectations for articulation and other development standards.
Commissioners questioned driveway spacing and congestion at the nearby Starbucks access, whether articulation changes met the adopted entryway guidance, and how ponds and amenity areas would be handled. Humbert acknowledged changes but said additional articulation and differences in horizontal elements were needed. Commissioner Altman moved to deny the application as presented; the motion passed 5–0.
