City hears CDBG applications as requests far outstrip available funding

City staff conducted the second required public hearing on the 2026–27 Community Development Block Grant (CDBG) application process and presented an overview of applications and timing. Staff reported 12 external applications and eight city projects, with total available funds of just under $1.3 million and requests totaling about $2.7 million — a substantial shortfall that will require prioritization.
Staff said the majority of applicant programs focus on community services for elderly and disabled residents and food security, while city projects proposed sidewalks, curb-and-gutter work and other infrastructure in low- to moderate-income areas. Council members who serve on the advisory committee described a difficult review process and said they prioritized some city projects to address infrastructure needs that likely would not attract philanthropic support. Staff noted council will receive the item again during the budget process and will vote after the required 30‑day period; staff expects final contracts when funding is available, typically around Oct. 1 but subject to federal budget timing.
Public commenters representing Mission Center (adult day services) described 40 years of service for seniors, disabled residents and veterans and urged continued support. Council thanked the commenters and noted the difficult tradeoffs required when demand exceeds available grant dollars.
