The Midland City Council voted to award construction and equipment contracts for new auxiliary fields and supporting infrastructure at Scarborough Sports Complex, approving a $3.87 million Tarkett turf contract and related purchases for lighting and restroom facilities.
Parks director Lori (speaker 12) told the council the projects are intended to add capacity and enable additional tournaments, which she said generate the hotel nights that state law allows hotel/motel tax dollars to support. "We always track our hotel motel dollars," Lori said. "Parks is primarily responsible for that and we work with finance and the Visit Midland Group." She argued the speed of construction with Tarkett resulted in cost savings and an expected $1.3 million return to the city by enabling an extra spring season.
Councilmembers pressed staff on accountability and revenue tracking. Councilwoman Poole (speaker 6) requested which department would be responsible for tracking revenues generated by the fields; Lori said Parks will work with Finance and Visit Midland. The mayor stressed that the city must demonstrate hotel/motel-funded projects deliver "heads and beds" that justify the spending.
Public commenters including Derek Smith and others repeatedly questioned whether hotel/motel funds should ever be used for public projects that some residents see as unrelated to tourism. Staff repeatedly cited state statute Chapter 351, noting hotel/motel funds must promote tourism and convention activity and cannot be used for general revenue purposes.
Council approved the package of Scarborough related contracts and ancillary purchases by recorded votes; some related items (notably a modular restroom) drew sustained public questions about scope and price before passing.
