Colfax council puts 1% sales tax for streets and sidewalks on November ballot

The Colfax City Council voted to adopt a proposed 1% transactions-and-use tax dedicated to streets, roads and sidewalk maintenance and directed staff to place the measure on the November ballot.
City attorney Connor summarized the proposal as “a 1% transactions and use tax dedicated to streets and roadway maintenance,” and told the council that adopting the ordinance requires a supermajority (four of five members). Council moved to waive a second reading and adopt the ordinance and then moved to adopt a resolution calling and consolidating the election with the November general; the motions carried with affirmative votes.
Council reviewed a draft 300-word argument in favor of the measure and asked Connor to shorten the draft for submittal to the city clerk before the July 31 deadline. A council member noted the measure is expected to raise about $1,800,000 per year in ideal projections if adopted and collected as modeled; the draft argues the revenue would be dedicated by law to pavement and sidewalk work and be subject to community oversight.
What comes next: staff will finalize the ballot-argument text and submit it to the city clerk by the deadlines cited by the city attorney. If voters approve the measure in November, revenues would be restricted to streets, roads and sidewalk projects as described in the resolution.
