Stormwater questions delay truck-fueling proposal on Westwood Road; site visit scheduled

Connor Bailey, civil engineer with Polar, presented updated stormwater materials for the proposed high-speed diesel truck fueling facility at 95 and 99 Westwood Road, including relocated temporary sediment-trap layouts, updated HydroCAD models, pretreatment calculations and an enlarged infiltration basin. "We've included some discussion on the higher pollutant potential loading," Connor Bailey said, noting pretreatment expectations for truck-fueling operations.
TEC and commission comments identified minor inconsistencies between HydroCAD outputs and memo tables, requested pipe-sizing calculations and asked for a clear operation and maintenance plan; the applicant updated the report and appended the calculations. Because some items benefit from a visual inspection, commissioners and applicant agreed to a joint site visit with the planning board and TEC on Aug. 3, 2026 and to continue the hearing to Aug. 11. The planning board's input was requested for overlapping technical questions related to basin location and monitoring integration with planning-board oversight. No formal permit decision was made at the July 28 meeting.
