Applicant Leilani Washington described her seven years of prior experience, staggered drop‑off policies, use of Brightwheel to coordinate pickups, state licensing steps and recently installed turf for outdoor play. She said operating the daycare enabled her to buy her home and that this business is her primary source of income. Commissioners asked about capacity limits and exterior play space; staff conditions and neighbor communication were emphasized before the motion to approve passed.
