City approves MOUs with police bargaining units; first-year impact totals about $2.16 million

The North Las Vegas City Council approved three memoranda of understanding with police bargaining units on May 20, covering the Police Officers Association (main unit), corrections non-supervisors, and supervisors. The agreements revise health-insurance options and wage scales for the 07/01/2024'06/30/2027 contract term.
City staff described that the Police Officers Association MOU would allow the city to offer a high-deductible plan option beginning in calendar year 2027 and would increase wage scales by 2.5 percent; staff estimated a first-year fiscal impact of $1,570,000. The corrections non-supervisor MOU carried an estimated first-year impact of $213,970. The supervisors association MOU, discussed in tandem, was estimated to cost $372,877 in the first year.
A representative identified in the transcript as Phil Carris, speaking for the Police Officers Association, thanked the city and described the negotiations as amicable. "I feel that we came to an amicable decision on both ends," the union speaker said. Jason Ardono, president of the North Las Vegas Police Supervisors Association, also thanked the council for engagement.
Council members framed the agreements as necessary to remain competitive for recruitment and to offer additional insurance options to employees. After council discussion a motion to approve the MOUs was made and recorded as passed.
