Council approves appropriations adjustment, fee updates and two insurance agreements

Council approved a resolution to amend 2026 appropriations and estimated resources, increasing capital improvement estimated resources by $131,000 to incorporate additional income tax receipts and a late December remittance; of that, $12,000 was identified for school-zone upgrades and the council approved a transfer of $36,347.50 from the general fund to the CIP fund to cover those costs.
City staff also presented an update to the city's investment policy to refresh maturities and conform to ORC language changes; council approved the ordinance amending the investment policy. The council adopted a resolution to adjust the city fee schedule upward by the consumer price index (staff noted the increase estimates to be modest) and approved two employee-health insurance agreements — authorization to participate in the Ohio Benefits Cooperative for a two-year commitment and execution of group health coverage with Anthem Blue Cross Blue Shield from Sept. 1, 2026, through Aug. 31, 2027.
City staff said the appropriation changes were needed to fund joint school-zone safety upgrades in partnership with Englewood and Northmont schools and that the city has mechanisms to use existing appropriations where possible. The measures passed by council vote.
