City to abandon EV charger grant and redirect remaining ARPA funds toward urgent IT needs

Staff identified approximately $189,346 in remaining ARPA funds and proposed using that balance to offset urgent one-time technology and software needs (for example FOIA/open-records software and CIP tracking expansion). Councilors discussed public forums and education for any voter-facing items and agreed to the ARPA redirection as part of consent-direction at the end of the session.
