Finner emphasizes community policing, officer wellness and targeted enforcement

Finner described a mixed approach that pairs targeted prosecution of repeat violent offenders with community-based responses for people suffering mental illness or dependency. "If an officer or a civilian staff is hurting emotionally, mentally, and we don't tend to that person, we are losing," he said, arguing officer wellness is essential to effective policing.
