Planning commission recommends rezoning 2616 Singleton Lane to AG-1 to allow family home and ADU

The Oldham County Planning Commission recommended approval of a zoning map amendment for 2616 Singleton Lane (Docket PZ-26-016), moving the 40.9-acre parcel from I-2 (industrial) to AG-1 (agricultural/residential). Staff planner John Hein told the commission the applicant, Greg and Shelby Biddle, is seeking the change to allow a single-family residence and a detached accessory dwelling unit; Hein said the single-family house already under construction was permitted earlier under a residential waiver.
Hein noted that "the plan proposes a single family home with 6,259 square feet of finished space and a 1,208 square foot detached accessory dwelling unit," and that the ADU would require a conditional use permit from the Oldham County Board of Adjustments if the fiscal court approves the map amendment. Applicant counsel Valerie Shannon told commissioners the request reflects how the area has developed and that the owners plan to keep the rear of the parcel for agricultural uses as a family farm.
Commissioners asked whether neighboring parcels are used for industrial purposes; the applicant and staff said the lots directly abutting the parcel are vacant or residential and that industrial uses are concentrated along Highway 146. After discussion Commissioner Grama moved to recommend approval to Oldham County Fiscal Court; the motion was seconded and the roll-call recommendation carried 10–1 (Mister Marsh recorded as the lone dissent). The commission noted that approval would include binding elements limiting approval to the plan presented at the 07/28/2026 public hearing and that the ADU must obtain a conditional use permit prior to construction.
