Council hears updates on Stillwater Crossing; NCA levy and street dedications remain unsettled

The manager said the village is weighing three candidate projects if OPWC funding is sought but that the wastewater treatment facility is unlikely to be the application this cycle.
On governance and funding, staff explained the NCA created for Stillwater Crossing carries a 9-mill levy that funds debt service: "It puts a 9 mil, levy upon every home and every business that lives or works within that subdivision," Kyle said. Staff also clarified that many streets in the development have not yet been dedicated to the village and therefore remain the developer's or HOA's maintenance responsibility until formal dedication and acceptance occur.
